President Andrew Johnson (Driver of Engine “President”) – “Look here! One of us has got to back!”


U.S. Congressman Thaddeus Stevens (Driver of Engine “Congress”) – “Well it ain’t me that’s going to do it! You bet!”

After the U.S. Civil War, conflict evolved almost immediately between the Executive and Legislative branch over the management of Reconstruction. As the U.S. Constitution provides Congress with the duty of admitting new states, Congress felt it was necessary to dictate the terms and conditions of re-admission of former Confederate states, especially since many felt that President Johnson’s directives had fallen short of any true results.
